Bronx judge Shari Michel rules that people can drink alcohol in apartment common areas. The judge ruled that drinking booze in apartment building elevators, gyms, lobbies and laundry rooms does not constitute doing so in a 'public place.' The ruling came into existence from the November 2012 arrest of Steven Chavez.
