Health Care Access Program

The Children's Aid Society established its Health Care Access Program (HCAP) in 1998 to help children and families successfully enroll in New York's government-sponsored health insurance programs: Medicaid, Child Health Plus, and Family Health Plus. This program, funded by the New York State Department of Health, guides New York City families and individuals through the application process from start to finish, ensuring that all eligible applicants receive coverage.
HCAP’s Enrollment Counselors advise clients on their eligibility status, facilitate the application and enrollment process with hands-on case management, and work with Quality Control Associates to ensure coverage for eligible clients. They are fluent in English, Spanish, Cantonese, Mandarin, Korean, Chinese, Taishanese, Vietnamese, Khmer (Cambodian), Fujianese, Fuzhouese, Hakka, Hainanese and Toisanese.
