The Carmel Hill Project

The Children's Aid Society's Carmel Hill/West 118th Street Block Renewal Project is a prime example of how a blighted neighborhood can be revitalized. The Carmel Hill Project began in 1992 with the goal of improving the health, housing, education and employment prospects of residents of a single block in Central Harlem. Funded by the late Bill Ruane, a Wall Street investor, the Carmel Hill Project breathed new life into a dilapidated block.

Apartments in three decaying buildings were completely renovated and residents have been linked to the information, training and services that they need to become self-sufficient. Families have formed a strong tenants' group and a block association.

The Dunlevy Milbank Community Center, which is located across the street, works closely with residents and the community to provide:

• Medical, dental and mental health services.
• Scholarships for neighborhood children.
• Assistance enrolling eligible residents in health insurance programs.
• Access to the skills training people need to get and keep a job.

The Carmel Hill Project is a national example of partnership, urban renewal and housing advocacy. It is the only project in New York City to be chosen by the Pew Partnership for its "Wanted: Solutions for America" program. Most of all, it shows that by making housing available and livable, and by connecting people to the support services they need, families can have the chance to take pride in their community — and in themselves.
